1. Open Outlook Express 

2. Open "Tools" Menu 

3. Select "Options" 

4. Click on "Security" tab 

5. Choose the first button "Internet zone {Less secure, but more functional}" NOTE: More functional, indeed. I have virus software that scans my incoming messages, so choosing this option is no problem for me. 

6. Click "Apply" 

7. Click "OK" 

8. Exit Outlook Express 

Reboot and you should be good to go!
